Ministry of Foreign Affairs Scholarship for Foreign Citizens in Romania 2022

The Ministry of Foreign Affairs of Romania is seeking foreign residents to apply for its scholarship program for the school year 2022/2023.

In accordance with Romanian current law, the Ministry of Foreign Affairs (MFA) and the Ministry of National Education (hereinafter, MNE) together provide 85 scholarships for undergraduate and postgraduate studies in Romania.

In order to promote Romanian language and culture, the Ministry of National Education and Scientific Research has determined that scholarship recipients would only be able to study in Romanian.

Candidates who do not speak Romanian are given an additional preparation year to learn the language.

Worth of Scholarship

The following are the components of the scholarship:

  • Tuition is provided free of charge.
  • Accommodation is provided at no cost (depending on availability, accommodation will be offered free-of-charge in students halls of residence, in keeping with the higher education regulations and within the limits of the sums available for this purpose),
  • Financial assistance is provided in the form of a monthly payment.
  • For undergraduate students, the equivalent in Romanian currency is 65 EUR per month (1st cycle),
  • For post-graduate students (master’s degrees and specialty) in the second cycle, the equivalent in Romanian currency is 75 EUR per month.
  • For postgraduate students, the equivalent in Romanian currency is 85 EUR per month (doctorate degree) 3rd
  • Food, foreign and local transportation are not covered by these scholarships. Candidates must be willing to cover any extra costs on their own dime.

Requirements for the Ministry of Foreign Affairs Scholarship

  • Except for EU member nations, foreign nationals from all around the globe are welcome. Other scholarship programs help foreign nationals of Romanian descent and those from neighboring historic Romanian communities.
  • The scholarship applicant must not be a Romanian citizen, must not have requested or received a form of protection in Romania, must not be a stateless person whose residence on Romanian territory is legally recognized, must not be a member of the diplomatic corps accredited to Bucharest or a member of the diplomatic corps accredited in Romania, and must not have previously received a scholarship from the Romanian state for the same course of study.
  • The scholarship candidate must provide study papers from accredited/recognized educational institutions, as well as excellent educational outcomes, with an average of at least 7 (seven) matching to the Romanian scoring system or the “Good” score, as the case may be.
  • The scholarship candidate must be under 35 years of age – for bachelor’s and master’s degrees – and 45 years of age – for doctorate or postgraduate studies – until December 31 of the year in which he or she was nominated.

How to Apply for the Ministry of Foreign Affairs Scholarship

Diplomatic embassies are required to submit application files.

Application files sent by mail or directly to the MFA or the MNE, as well as those received after the deadline, will not be considered.

The applicant should inquire about the enrollment schedule at the diplomatic post where he plans to submit his application file.

Documents required

The following documents must be included in the application file:

  • An official letter from the diplomatic mission of the nation of origin in Bucharest, or the diplomatic mission of Romania in the country of origin or residency;
  • The completed MFA application form (Appendix 1) for a Romanian scholarship;
  • MNE application form (Appendix 2) for obtaining a Letter of Acceptance to Study in Romania;
  • Legalized copies of earned study diplomas (baccalaureate diploma or equivalent + bachelor’s, master’s, and doctor’s degrees, if applicable) and their legalized translation into one of the following languages: English, French, or Romanian, if applicable;

The deadline for submitting application files is determined by each diplomatic post. The deadline for applications is April 30, 2022.
